There was no policy against it for a reason. Now they are banning it and taking action against those who are caught. Even if A-Rod or anyone else were caught now, they shouldn't be kept out of the hall. They should serve their suspension and be done with it. The point of having penalties for breaking rules is to keep people from breaking rules; however, players and everybody if life even are constantly weighing the benefits of breaking rules vs. the penalties. I'm sure some think the benefits outweigh the penalties and choose to use (or speed, or lie to their spouse, or call in sick when they aren't).
